Rola funduszy europejskich w rozwoju samorządów polskich na przykładzie gminy uzdrowiskowej Piwniczna-Zdrój

Abstract

Praca poddaje analizie rolę funduszy europejskich w rozwoju samorządów terytorialnych w Polsce. W szczególności badaniom poddano gminę Piwniczna-Zdrój, sposoby wykorzystania funduszy europejskich oraz ich wpływ na rozwój gminy. Praca podzielona jest na trzy części. W pierwszym rozdziale przedstawiono gminę jako jednostkę samorządową, jej historię, zadania oraz politykę gospodarowania środkami finansowymi jednostek samorządu terytorialnego. Druga część poświęcona jest opisaniu funduszy unijnych jako środka finansowania zadań gminy, zasad ich wykorzystywania i możliwości wykorzystania przez gminę funduszy strukturalnych. Ostatni rozdział analizuje gminę Piwniczna-Zdrój i projekty realizowane przy wykorzystaniu środków unijnych. Prace oparto o opracowania merytoryczne z dziedziny funduszy unijnych i samorządowych, akty prawne, publikacje internetowe. W badaniach bardzo pomocne okazały się materiały, które zostały udostępnione przez Urząd Miasta i Gminy Piwniczna-Zdrój. Badania nad hipotezą pokazują, że dzięki środkom unijnym jednostki samorządowe mogły w szerszym stopniu realizować swoje projekty jak i starać się o realizację tych, które bez pomocy z zewnątrz nie miały by szans na realizację.

The paper analyzes the role of the European funds in the development of territorial self-government in Poland. Special attention is paid to the commune of Piwniczna-Zdrój, the way the European funds are used and their influence on the development of the commune. The paper is divided into three parts. The first chapter presents the commune as a self-government unit, its history, tasks and the policies of managing financial means in territorial self-government units. The second part is devoted to the description of the EU funds as a means of financing communal tasks, principles of using them and possibilities of benefiting from structural funds by the commune. The final chapter analyzes the commune of Piwniczna-Zdrój and the projects implemented with the use of EU funds. The paper is based on the substantive analyses and reports concerning EU and self-government funds, legislation, Internet publications. We also benefited significantly from the materials made available by the Town and Commune Office of Piwniczna-Zdrój. The research on the proposed hypothesis shows that thanks to EU funds territorial self-governments were able to accomplish their projects and try to implement those which stood no chance of implementation without the external help.
