Analiza porównawcza strategii rozwoju gminy oraz działania inwestycyjne na przykładzie Gminy Kamienica i Gminy Łącko

Abstract

Każda gmina chcąc osiągnąć zamierzony cel i sprostać oczekiwaniom mieszkańców, musi opracować Strategię Rozwoju Gminy oraz przeprowadzić odpowiednie inwestycje. Celem pracy było zbadanie jaki wpływ na rozwój Gminy Kamienica i Gminy Łącko ma strategia rozwoju oraz działalność inwestycyjna i porównanie obydwóch gmin pod tym kątem. Cała praca została podzielona na wstęp, cztery główne części oraz zakończenie. W rozdziale pierwszym zawarte są informacje o podziale władzy samorządowej, omówiona jest istota i znaczenie strategii rozwoju lokalnego oraz zakres i metody analizy strategicznej gmin, a także proces planowania strategicznego. Rozdział drugi dotyczy zasad realizacji inwestycji. Znajdują się tu podział inwestycji, cykl realizacji inwestycji oraz źródła finansowania inwestycji i wieloletnia prognoza finansowa. Z kolei w rozdziale trzecim zostały scharakteryzowane badane gminy oraz oceniony potencjał gmin, czyli została przeprowadzona analiza SWOT Gminy Kamienica i Gminy Łącko W ostatnim rozdziale czyli czwartym została dokonana analiza budżetu Gminy Kamienica oraz Gminy Łącko za lata 2006-2014 oraz zobrazowany przebieg i realizacja projektów inwestycyjnych badanych gmin. W rozdziale tym porównane zostało funkcjonowanie obydwóch gmin i wysnute wnioski z przeprowadzonych badań.

Each municipality striving to achieve set target and meet the expectations of inhabitants must work out the Community Development Strategy and carry out appropriate investments. The aim of the following thesis was to examine the impact of development strategy and investment activities on development of Kamienica Municipality and Łącko Municipality as well as comparison of both municipalities in this regard. The entire thesis has been divided into an introduction, four main parts and conclusion. The first chapter contains information on division of the local authority, the essence and importance of local development strategy is discussed, scope and methods of strategic analysis of municipalities as well as the strategic planning process. The second chapter concerns principles of the investment implementation. It includes division of the investment, the cycle of the investment implementation as well as sources of investment financing and multi-year financial forecast. In turn, the third chapter contains characteristics of examined municipalities. This chapter also includes assessment of the potential of municipalities – SWOT analysis of Kamienica Municipality and Łącko Municipality has been conducted. The last fourth chapter presents analysis of the budget of Kamienica Municipality and Łącko Municipality for the years 2006-2014 as well as course and implementation of investment projects in municipalities under research. This chapter also contains comparison of functioning of both municipalities and the conclusion drawn from the study.
