Zagadnienia związane z finansowaniem jednostek samorządu terytorialnego odgrywają kluczową rolę dla działalności tych instytucji i rozwoju danego regionu. Budżet samorządowy ma na celu realizować zadania, których celem jest jak najwyższa jakość życia mieszkańców, dlatego też ważne, aby był on tworzony jako skuteczne narzędzie rozwoju. Budżet w połączeniu ze strategią rozwoju mogą wpływać na dynamiczny rozwój miasta – w tym przypadku Nowego Sącza. Analiza dokumentacji z urzędu miasta pozwoliła ocenić, jak w okresie lat 2010-2013 wdrażano poszczególne elementy zawarte w strategii oraz jaka jest relacja realizacji strategii rozwojowej z budżetem Nowego Sącza za okres lat 2010-2014.

The issues related to the financing of local government units play a key role in the activities of these institutions and development of the region. The main aim of local government budget is carry out tasks aimed at as the highest quality of life of the residents, so it is important that it is created as an effective tool for growth. The budget in connection with the development strategy may affect the dynamic development of the city - in this case Nowy Sacz. Analysis of the documentation from the city hall has allowed to rate, how during the years 2010-2013 was implemented the individual elements contained in the strategy and what is the relation of the strategy of development of Nowy Sacz budget for the years 2010-2014.
