Wpływ bezzwrotnych i zwrotnych instrumentów pomocy publicznej Unii Europejskiej na rozwój MŚP

Abstract

Unia Europejska udostępnia bezzwrotne i zwrotne instrumenty pomocy publicznej, którą podnoszą jakość infrastruktury, edukacji, gospodarki, a także życia społecznego. Wszystkie działania zmierzają do rozwoju przedsiębiorczości. Sektor MSP jest jednym z największych beneficjentów wspomnianych instrumentów pomocy publicznej. Celem pracy było wykazanie, jaki wpływ wskazane środki mają na rozwój sektora MŚP. Osiągnięcie celu badawczego było możliwe przez weryfikację wyznaczonych hipotez. Badania wykazały, że instrumenty zwrotne i bezzwrotne muszą być dobierane indywidualnie ze względu na przeznaczenie inwestycji w przedsiębiorstwie MSP. Wśród bezzwrotnych środków finansowych wśród przedsiębiorstw MSP najczęściej wybierana jest dotacja, która przeznaczona jest na inwestycje w park maszyn oraz innowacje. Otrzymanie dotacji wymaga przejścia przez skomplikowaną procedurę oraz wykazanie trwałości projektu. Wykazano również, że wśród zwrotnych instrumentów należą pożyczki, p[poręczenia i Venture Capital. Jest to szybszy dostęp do kapitału, który umożliwia wyższą efektywność wykorzystania środków unijnych, jednak zainwestowane środki muszą zostać zwrócone. Instrumenty zwrotne są jedynie uzupełnienie systemu dystrybucji środków pochodzących z budżetu UE, zdominowanych przez mechanizmy dotacyjne. Ostatecznym celem jest rezygnacja z tradycyjnego bezzwrotnego systemu dotacji. Udowodniono, że znaczenie bezzwrotnych i zwrotnych instrumentów pomocy publicznej Unii Europejskiej dla rozwoju sektora MŚP jest duże. Cel badań został osiągnięty.

The European Union provides non-refundable and feedback instruments of public aid, which enhance the quality of infrastructure, education, economy and social life. All activities are aimed at the development of entrepreneurship. The SME sector is one of the biggest beneficiaries of these instruments of public aid. The aim of the study was to determine the effect indicated resources have on the development of the SME sector. Achieving the objective of the research was made possible by a set of hypotheses verification. Studies have shown that feedback instruments and non-refundable must be selected individually for the intended investment in the enterprise SMEs. Among the non-reimbursable funds of SME enterprises most often chosen is a subsidy which is dedicated to investments in machinery park, and innovation. Receipt of a grant requires passage through a complicated procedure and to demonstrate the sustainability of the project. It was also shown that among the feedback instruments include loans, p [surety and Venture Capital. It is a quicker access to capital that enables higher efficiency in the use of EU funds, but invested funds must be returned. Instruments backs are merely a supplement distribution system of funds from the EU budget, dominated by subsidy mechanisms. The ultimate goal is to give up the traditional system of non-repayable grants. It has been proven that the importance of non-repayable and repayable state aid instruments of the European Union for the development of the SME sector is high. Aim of the study was achieved.
