Abstract

Realizacja zadań z zakresu pomocy społecznej w Polsce na przykładzie Miejskiego Ośrodka Pomocy Społecznej w Tarnowie Celem pracy było przedstawienie systemu prawno-instytucjonalnego pomocy społecznej w Polsce i praktyki realizacji zadań z jej zakresu na poziomie lokalnym na przykładzie Miejskiego Ośrodka Pomocy Społecznej w Tarnowie. Okresem badawczym w pracy są lata 2009–2013, a obszarem badań miasto Tarnów. Praca składa się z czterech rozdziałów. W pracy przedstawiam genezę i ustawowe zadania pomocy społecznej, a także kwestie dotyczące jej zarządzania. Praca obejmuje również charakterystykę zasiłków i organów pomocy instytucjonalnej. Dokonuje ponadto opisu postępowań w sprawie przyznania świadczeń z pomocy społecznej posiłkując się ustawą z dnia 12 marca 2004 o pomocy społecznej. W ostatniej części pracy uwzględniłam ogólną charakterystykę społeczno-demograficzną miasta Tarnowa i zakres realizacji zasiłków w MOPS w Tarnowie.

The fulfilment of social assistance tasks in Poland as found in the Municipal Social Assistance Centre in Tarnów

The aim of the thesis was to present the legal and institutional aspects of social assistance in Poland and describe how in practice social assistance tasks are carried out at the local level using the example of the Social Assistance Centre in Tarnów. The period of the study are the years 2009-2013 and the area of the study is the town of Tarnów. The thesis consists of four chapters. The thesis presents the genesis and statutory social assistance tasks as well as issues related to the management of social assistance. It also characterizes benefits and institutional bodies providing social assistance. Additionally, procedures concerning the granting of social assistance benefits are described on the basis of the Social Assistance Act of 12 March 2004. In the last part of the thesis there is a general, sociodemographic characterization of the town of Tarnów and a description of the extent to which benefits are offered by the Municipal Social Assistance Centre in Tarnów.
