Funkcjonowanie jednostek pomocniczych w samorządzie gminnym na przykładzie gminy Chełmiec

Abstract

Tworzenie poprzez gminy jednostek pomocniczych to jedna z najbardziej skutecznych metod budowania społeczeństwa obywatelskiego, świadomej oraz zaangażowanej w działania lokalne wspólnoty mieszkańców. Koncepcja przekazania części uprawnień gminy do tych najmniejszych oraz najniższych szczebli organizacyjnych, tj. sołectw, osiedli czy dzielnic, znajduje swe źródło w europejskiej regule subsydiarności, którą najlepiej wyrażają stwierdzenia: tyle władzy, na ile to niezbędne, tyle wolności, na ile to możliwe i tyle kraju, na ile to niezbędne, tyle społeczeństwa, na ile to możliwe. W pracy, składającej się z trzech rozdziałów, przedstawiono funkcjonowania jednostek pomocniczych na przykładzie gminy Chełmiec. Pierwszy poświęcono roli gmin w strukturze administracji samorządowej w Polsce. W kolejnym rozdziale przedstawiona została rola jednostek pomocniczych. Natomiast ostatni rozdział został poświęcony jednostkom pomocniczym w gminie Chełmiec, z uwzględnieniem charakterystyki gminy, struktury sołectw i działalności rad sołeckich.

One of the most effective methods of building a civil society – conscious and ready to undertake local action community of people is establishing support units by rural communes. The concept of delegating some of the commune’ s privileges to the smallest and lowest or least centralized authority, for example: village councils, neighbourhoods or districts has its roots in the European principle of subsidiarity. The words of the following statement can best explain its meaning: as much power as only necessary, as much freedom as possible, and as much of country as necessary and as much of a society as possible. The thesis illustrates the functioning of support units taking the commune of Chelmiec as an example. The first chapter describes the role of rural communes in the organization of local authorities in Poland. The second chapter deals with the function of support units. And finally, the last chapter is dedicated to the support units in the commune of Chelmiec taking into account the characteristics of the commune, the structure and functioning of village councils.
