Zarządzanie finansami w sektorze publicznym na przykładzie powiatu gorlickiego

Abstract

Samorząd terytorialny jest jedną z najważniejszych instytucji demokratycznego państwa, której zadaniem jest realizacja znacznej części zadań publicznych oraz prawidłowe zarządzanie czyli ogół działań podejmowanych, aby zapewnić realizację zadań i celów jednostki w sposób efektywny, zgodny z prawem, terminowy i oszczędny. Praca poświęcona jest analizie sposobu i efektywności zarządzania środkami publicznymi w Powiecie Gorlickim. Analizie poddano trzy lata, od 2010 do 2012. Celem pracy było zbadanie skuteczności w pozyskiwaniu środków niezbędnych na finansowanie działalności bieżącej i inwestycyjnej oraz sposób i celowość ich wydatkowania. Wyniki przeprowadzonej analizy wykazały, iż zarządzanie finansami w powiecie gorlickim nie jest w pełni prawidłowe, świadczy o tym fakt, iż dochody powiatu z każdym rokiem spadają, obniża się poziom realizacji programów wieloletnich, a środki unijne nie są wykorzystywane w pełnej wysokości.

Local self-government is one of the most important institutions of the democratic state, which mission is the realization of a large part of public duties and proper management i.e. all activities taken to ensure that the tasks and objectives of the unit are fullfiled in an efficient, lawful, timely and cost-effective way. Diploma dissertation provides an analysis of the method and the efficiency of public finance management in the District Gorlickie. The period of three years was analyzed , from 2010 to 2012. The aim of the thesis is to examine the effectiveness of raising funds necessary to finance current operations, investment projects and the way and purposefulness of their spending. The results of the analysis showed that the financial management of the district Gorlickie is not fully correct, evidenced by the fact that the district revenues decrease in the analysed period, the level of the multiannual programs has been reduced and the district has not taken full advantage of the available EU funds.
