Analiza kapitału społecznego Gminy Łącko, jako jej strategicznego potencjału rozwojowego

Abstract

Zakres pracy obejmuje teoretyczne zagadnienia: obszarów wiejskich, rozwoju lokalnego, kapitału społecznego, kultury i turystyki. Część praktyczna dotyczy charakterystyki Gminy Łącko. Kolejne rozdziały pokazują przykłady przedsięwzięć, rolę oraz kierunki rozwoju kapitału społecznego. Głównym celem jest wyznaczenie możliwości gromadzenia, budowania wzmocnienia udziału kapitału społecznego w rozwoju społeczno-ekonomicznym. Najważniejsze zadawane pytania to: w jaki sposób i w jakim stopniu kapitał społeczny przyczynia się do rozwoju w wymiarze lokalnym oraz co zrobić, aby doprowadzić do wzrostu kapitału społecznego? Przeprowadzone badania to: analiza SWOT oraz ankiety na temat znaczenia kapitału społecznego. Źródła wykorzystane w pracy to: dane statystyczne GUS-u, komunikat CBOS, wyniki badań PROW, czasopisma, Strategie Rozwoju, Plany Rozwoju oraz Statut Urzędu Gminy. Z przeprowadzonych badań wynika, że ludzie są nieufni. Kontakty z najbliższą rodziną maja dobre. Jednak patrząc już dalej na: sąsiadów, media, partie polityczne, kościół opinie są dużo słabsze. Ludzie tworzą stowarzyszenia, grupy i koła, ale ich liczba jest zdecydowanie za mała, aby zaspokoić potrzeby mieszkańców. Mieszkańcy są za mało otwarci na nowe wyzwania. Źródłem takiego stanu rzeczy jest: mentalność, brak chęci, zazdrość, brak czasu oraz pogoń tylko za własnymi sprawami.

This paper is concerned with the theoretical issues of rural areas, local development, social capital, culture as well as tourism. The practical part of the thesis focuses on the description of Łącko commune whereas the next chapters depict a few instances of enterprises, the role and the directions of the development of social capital. The main objective is to determine the possibilities for amassing, constructing and the reinforcement of social capital in the socioeconomic development. The most relevant questions that have been raised are: how and to what extent does social capital influence the local development and what should be done in order to make the role of social capital increase. The conducted research regards SWOT analysis and the questionnaires concerning the significance of social capital. The sources used in writing this dissertation are: GUS statistics, CBOS report, the results of the study of PROW, magazines, Development Strategies, Development Plans, the Statute of Community Office of Łącko. The carried-out research has indicated that the people, in general, are wary. Even though they are in a close and harmonious relationship with their relatives, the opinions, points of view and attitudes towards neighbours, the media, the political parties and the Church are not so positive. The number of the formed associations, groups and circles is still too small to meet the residents' demands. Not to mention the fact that the inhabitants are not daring enough when it comes to new challenges. In all probability it is caused by their mentality, lack of willingness and spare time, envy as well as being occupied only by one's own business.
