Wsparcie Unii Europejskiej dla Polski – porównanie perspektyw finansowych 2007-13 i 2014-20

Abstract

W niniejszej pracy omówione zostały zagadnienia dotyczące sposobów wspierania Polski poprzez środki z funduszy europejskich. W pracy poruszone zostały kwestie dotyczące historii funkcjonowania pomocy finansowej w strukturach Unii Europejskiej oraz założeń udzielania tej pomocy. Scharakteryzowano poszczególne fundusze oraz programy, w ramach których państwa członkowskie mogę uzyskać środki finansowe oraz strukturę tychże środków napływających do Polski w dwóch okresach programowania: 2007-2013 oraz 2014-2020. Dane oraz informacje niezbędne do przeprowadzenia tejże analizy pochodzą przede wszystkim ze stron internetowych dotyczących pozyskiwania oraz wydatkowania środków. Na podstawie zamieszczonych na stronach internetowych informacji dokonano oceny wykorzystania pomocy unijnej w ramach poszczególnych programów. Głównym celem pracy, było ukazanie tego, jak Unia Europejska wspiera Polskę poprzez udzielanie jej wsparcia finansowego w latach 2007-2013 oraz 2014-2020. W toku przeprowadzonej analizy merytorycznej oraz empirycznej uzyskano odpowiedzi dotyczące efektywności oraz kierunków wykorzystania środków z programów unijnych w poprzednim oraz obecnym okresie programowania.

The following thesis presents methods of supporting Poland by the resources from the EU. In this work, the issues related to the history of financial assistance in the structure of European Union and rules for such support were discussed. The individual funds and programs were described in relation to countries which could get financial resources. Furthermore an author characterized the structure of the financial assistance for Poland in two periods of programming: 2007-2013 and 2014-2020. The data and information which were necessary to conduct this analysis came from the websites related to acquiring and spending resources. Based on the websites information the rate of using of the European assistance under every single program was made. The main objective of this analysis was to show the support in the form of financial assistance for Poland from European Union between 2007-2013 and 2014-2020. In the course of merits and practical analysis the answers related to the efficiency and directions of using resources from the EU in present and in former programming period were obtained.
