Zamówienia publiczne w realizacji komunalnych zadań inwestycyjnych na przykładzie miasta Tarnowa

Abstract

Przedmiotem niniejszej pracy jest znalezienie odpowiedzi na pytanie czy rządzący miastem Tarnów w odpowiedni sposób wybierają i realizują inwestycje. Zakresem badań są ujęte inwestycje realizowane w latach 2007-2013 przez miasto Tarnów, gdzie badaniu poddany został projekt inwestycyjny pod nazwą: „Czar rodzinnych spotkań” Na tej podstawie, w części teoretycznej zgromadzona została wiedza o zamówieniach publicznych oraz przeanalizowany został cały ich proces. Pod lupę zostały wzięte zagadnienia dotyczące gminy tj. organy gminy i jej zadania, gospodarka finansowa gminy oraz jednostki organizacyjne działające w obrębie gminy. W rozdziale trzecim zwrócono uwagę na inwestycje realizowane w ramach jednostek samorządu terytorialnego oraz na zasady i źródła ich finansowania. Szerokim pojęciem, który został opisany w pracy stały się potrzeby inwestycyjne gmin w Polsce i zasady ich ustalania. Ciekawym zagadnieniem są tez czynności przygotowania i realizacji przedsięwzięć inwestycyjnych w gminach. W rozdziale czwartym zaprezentowano ogólną charakterystykę Tarnowa jako obiektu badań części empirycznej, uwzględniając położenie geograficzne i sytuacje społeczno-gospodarczą. Zwrócona została uwaga na infrastrukturę komunalną oraz potrzeby inwestycyjne miasta. Następnie zostały opisane projekty i zadania inwestycyjne oraz nakłady poniesione na nie, wyszczególnione zostały źródła finansowania inwestycji a także efekty ich realizacji. Na zakończenie części empirycznej została przeprowadzona analiza wybranego projektu, gdzie został opisany przebieg prac związanych z realizacją inwestycji, źródła finansowania, wybór wykonawcy, oraz szeroko opisane planowane projekty na rok 2014.

The object of this work is to answer the question of whether the ruling city of Tarnow in an appropriate manner in the selection and make the investment. The scope of the study are included investments made in 2007-2013 by the city of Tarnow, where the study has been subjected to an investment project under the name: "Spell family gatherings" On this basis, in the theoretical part was accumulated knowledge of public procurement and was analyzed throughout their process. Under the microscope were taken issues concerning municipalities and municipal authorities, ie its tasks, the financial economy municipalities and agencies operating within the municipality. The third chapter highlights the investments carried out in the framework of local government units and the terms and sources of funding. Broad concept, which has been described in the work have become the investment needs of municipalities in Poland and the rules for their determination. An interesting issue are also activities the preparation and implementation of investment projects in municipalities. The fourth chapter presents the general characteristics of Tarnow as part of the empirical research facility, taking into account geographic location and socio-economic situations. Brought to the attention to municipal infrastructure and investment needs of the city. Then described projects and investment projects and the expenditure incurred on them, are listed sources of financing as well as the effects of their implementation. At the end of the empirical part of the analysis was conducted of the selected project, which has been described in the course of work related to the investment, sources of financing, the selection of the contractor, and broadly described the planned projects for 2014.
