Analiza zmian struktury budżetu gminy na przykładzie Gminy Zakliczyn

Abstract

Celem pracy jest analiza zmian struktury budżetu Gminy Zakliczyn w ciągu sześciu lat. Praca składa się z pięciu rozdziałów. W rozdziale pierwszym przedstawiono zasady funkcjonowania samorządu terytorialnego w Polsce oraz zagadnienia związane z gminą jako podstawową jednostka samorządu terytorialnego. Omówione zostały zadania i kompetencje gminy, jego struktura organizacyjna oraz zagadnienia dotyczące nadzoru nad jej działalnością. Drugi rozdział pracy dotyczy charakterystyki budżetu gminy, zasad i procedury jego tworzenia. Prezentuje dochody i wydatki gminy. Część tego rozdziału poświęcono badaniu struktury zmian budżetów gmin w Polsce oraz krótkiemu opisowi metodyki badania tych zmian. W rozdziale trzecim zaprezentowano ogólne informację o Gminie Zakliczyn. Ukazana została historia, położenie geograficzne, ukształtowanie terenu, infrastruktura oraz sytuacja społeczno-gospodarcza i demograficzna gminy. Rozdział czwarty opiera się przede wszystkim na analizie dochodów i wydatków budżetu Gminy Zakliczyn w latach 2008-2013. Przedstawiono jak zmieniała się kondycja finansowa gminy na przestrzeni analizowanych lat. Dokonano również oceny wykonania budżetu. Ostatni piaty rozdział zawiera analizę zmian budżetu Gminy Zakliczyn w latach 2008-2013. Dokonano oceny sytuacji finansowej oraz zaprezentowano kierunki doskonalenia w gminie. Analiza budżetu gminy pozwala na dokładną ocenę podejmowanych przez gminę decyzji, związanych prowadzoną przez nią polityką podatkową i wydatkowaniem pozyskanych środków finansowych.

The purpose of the dissertation is to analyse changes in the structure of the Municipality of Zakliczyn’s budget over the past six years. The dissertation consists of five chapters. In the first chapter, there were presented the operating rules of a local government and the issues referring to a municipality as the basic unit of local government. There were described municipality’s tasks and competences, the organisational structure and issues related to supervising its operation. The second chapter treats about the municipality’s budget and its preparation process. It shows income and expenditure of the municipality. The chapter is partly dedicated to the research on changes to the Polish municipalities’ budgets structure and includes a short description of the research methods. In the third chapter, general information on the Municipality of Zakliczyn was given. There were portrayed: its history, location, shape of the terrain, infrastructure, socioeconomic and demographic situation. The fourth chapter mostly concerns an analysis of the Municipal budget’s income and outgoings between 2008 and 2013. The fifth and final chapter contains an analysis of changes in the Municipality of Zakliczyn’s budget in 2008-2013. It was presented how the financial situation of the municipality changed over those years. Implementing the budget was evaluated as well. The financial situation was assessed and directions of municipality development were shown. Analysis of the municipal budget allows for an accurate assessment undertaken by the municipality of decisions related to pursuit of its tax policy and spending of funds raised.
