Abstrakt
Przedmiotem niniejszej pracy jest analiza działań inwestycyjnych realizowanych przez gminę Tarnów w latach 2007 – 2012 gdzie szczegółowej analizie został poddany projekt inwestycyjny pod nazwą „ Moje Boisko - Orlik 2012 ”.
Cześć teoretyczna zawiera informacje o gminie, jej zadaniach, budżecie, mieniu a także o jednostkach organizacyjnych i infrastrukturze gminy. Rozdział drugi przybliża termin inwestycji, źródeł ich finansowania a także typowych zadań które realizowane są we wszystkich gminach. W tym rozdziale został opisany Wieloletni Plan Inwestycyjny który jest nieodzownym elementem kształtowania polityki inwestycyjnej gminy. Źródła finansowania projektów inwestycyjnych z podziałem na fundusze własne, obce i niezwykle istotne środki z UE są tematem rozdziału trzeciego. Kolejny rozdział zaś poświęcony został ogólnej charakterystyce gminy Tarnów będącej obiektem badań części empirycznej, zostało tutaj opisane położenie, liczba ludności oraz historia regionu. W kolejnym rozdziale przedstawione są zrealizowane inwestycje gminne z podziałem na poszczególne miejscowości, źródła ich finansowania oraz ocena wykorzystania środków finansowych wraz z efektem ukończonych projektów. Na zakończenie części empirycznej opisany został wybrany projekt wraz z jego charakterystyką oraz opisem czynności związanych z ich realizacją. Przedstawiona została również wizja gminy w przyszłości.
Abstract Analysis of investment action carried out by the commune in years 2007 – 2012 is an object of this work where he was subjected to a detailed analysis investment project under the name "My Court - Eaglet 2012". The theoretical reverence contains information about commune, her tasks, budget, possessions as well as about organizational units and the infrastructure of the commune The chapter two is moving closer the date of investment, sources of financing them as well as typical tasks which are being carried out in all communes A described Long-term investment plan which is an indispensable element of the forming of the investment policy of the commune stayed in this chapter. Sources of financing investment projects with the division into the equity, strange and unusually significant means from the EU are a subject of the chapter three. Whereas another partition was devoted to an overall description of the commune Tarnów of the empirical part being an object of examinations, here described location, the population numbers and the history of the region stayed. In another partition implemented commune investments are described with the division into individual towns, sources of financing them and the evaluation of using financial means of projects along with the effect finished. In conclusion of empirical part a selected project was described along with his characteristics and the description of the activities associated with their realization. A vision of the commune was also presented in the future.
