Strategia rozwoju jednostki samorządu terytorialnego na przykładzie Miasta Nowego Sącza

Abstract

W pracy poddano analizie i ocenie strategię rozwoju miasta na prawach powiatu przedstawioną na przykładzie Nowego Sącza. Zastosowaną metodą badawczą były wywiady swobodne przeprowadzone z uczestnikami procesu tworzenia strategii rozwoju w siedzibach wybranych wydziałów Urzędu Miasta. Dopełnieniem tej formy badania jakościowego była analiza dokumentacji dostępnej w materiałach źródłowych Urzędu Miasta. Dokonano pozytywnej weryfikacji hipotezy badawczej stanowiącej, iż strategia zaspokaja potrzeby społeczności lokalnej i umiejętnie kształtuje politykę rozwoju gospodarczego. W mieście prowadzone są działania mające na celu stymulowanie lokalnej przedsiębiorczości zarówno poprzez dostępne instrumenty finansowe, jak również właściwie prowadzoną politykę planowania przestrzennego. W rozwoju prezentowanej jednostki samorządu terytorialnego istotną rolę odgrywają również inwestycje z zakresu infrastruktury technicznej. Realizowanych jest wiele projektów związanych z inwestycjami drogowymi i inwestycjami w infrastrukturę wodno-kanalizacyjną. Na uwagę zasługuje fakt, pozyskania znacznych kwot na ww. przedsięwzięcia z funduszy Unii Europejskiej. W dużej mierze zaspokajane są potrzeby socjalno-bytowe mieszkańców miasta poprzez sukcesywną budowę mieszkań komunalnych i socjalnych. Niestety w dalszym ciągu istotnym problemem miasta jest jego sytuacja komunikacyjna przejawiająca się brakiem alternatywnego połączenia pomiędzy dwoma stronami miasta. Celem władz lokalnych winno być odciążenie centrum miasta od ruchu tranzytowego i poprawa jego przejezdności, co wiąże się z zaangażowanie znacznych środków finansowych.

In this thesis strategy for development of a town with the county rights has been analyzed and evaluated. As an example the town of Nowy Sącz has been presented. Among research methods used there was a free-form interview conducted with participants of the process of developing strategy in the seats of the selected Municipal Office departments. The above mentioned form of quality research has been complemented by the analysis of the documentation available in the source materials of the Municipal Office. The research hypothesis assuming that the strategy satisfies the needs of the local community and that it properly shapes the policy of economic development has been positively verified. Actions aiming at stimulation of the local entrepreneurship both through available financial instruments and pursuing the right policy of land use planning are undertaken in the town. Investments in technical infrastructure play key part in the development of the presented unit of the local government. A number of projects focused on investments in roads and in water and sewerage infrastructure are being implemented. The fact of acquiring significant EU funds for financing the above mentioned projects is worth underlining. To a large extent the social and welfare needs of the town residents have been met owing to the successive construction of community and social housing. Unfortunately a significant problem of the town has still been its public transport issue which shows in the lack of alternative connections between two sides of the town. The objective of the local authorities should be releasing the town center from the transit traffic as well as the improvement of its possibility which is connected with involvement of significant financial resources.
