Abstrakt
Celem niniejszej pracy jest przedstawienie policyjnych formacji antyterrorystycznych w systemie bezpieczeństwa Rzeczypospolitej Polskiej. Ukazano w niej również definicje bezpieczeństwa funkcjonujące w literaturze, jak również źródła zagrożeń, na jakie jest ono narażone. Zwrócono uwagę na geostrategiczne położenie Polski, które może powodować realne zagrożenie bezpieczeństwa państwa. Zaprezentowano akty prawne, w których zostały zawarte zadania dla policyjnych służb antyterrorystycznych w sferze bezpieczeństwa państwa. Omówiono system obronny Polski oraz wskazano na usytuowanie w nim policyjnych formacji antyterrorystycznych. Przedstawiono również historię powstania tych jednostek oraz ich zadania. Zwrócono uwagę na rygorystyczne kryteria obowiązujące przy doborze funkcjonariuszy do tych formacji, długi i często niebezpieczny dla zdrowia, a nawet życia proces szkolenia, który ma na celu wypracowanie nawyku stałego podnoszenia kwalifikacji oraz utrzymania stałej dyspozycyjności i umiejętności podejmowania uzasadnionego ryzyka. Przedstawiono wyposażenie i uzbrojenie, jakim dysponują te służby. Zauważono, że formacje te wymagają ciągłego doposażania, by sprostać wyzwaniom, jakie je czekają. Zwrócono uwagę, że wyszkolenie oraz wyposażenie i uzbrojenie funkcjonariuszy antyterrorystycznych formacji Policji pozwala na ich wykorzystanie nie tylko w akcjach antyterrorystycznych ale również w działaniach obronnych, sytuacjach kryzysowych, podczas zatrzymań przestępców. Podkreślono wagę współpracy z polskimi instytucjami i służbami oraz służbami z innych państw, dzięki którym następuje wymiana informacji i doświadczeń. Policyjni antyterroryści działają w warunkach wzrostu zagrożenia dla życia i zdrowia oraz wymagających użycia specjalistycznego sprzętu lub techniki działań. To elita Policji.
The aim of this thesis is to present the police anti-terrorist formations in the security system of the Republic of Polish. It contains different definitions of security that exist in the literature, as well as the sources of risks to which it is exposed. Highlighted the geostrategic position of Poland, which can cause a real threat to national security. Presented legal acts, including tasks for anti-terrorist police services in the sphere of national security. Discussed the Polish defense system and indicates the situation and significance of the police anti-terrorist formations. It also presents the origins of these units and their missions. Attention was drawn to the strict criteria governing the selection of officers for these formations , a long and often dangerous to the health and even the life, the training process, which aims to develop the habit of continuous improvement of skills and maintain constant availability and the ability to take reasonable risks. Presented equipment and armaments, which have these services. It was noted that these formations require constant retrofitting to meet the challenges that await them. It was pointed out that the training, equipment and armament officers of anti-terrorist police formations, allows their use not only in anti-terrorist operations, but also in the activities of defense, emergency situations and during the detention of criminals. It stressed the importance of cooperation with Polish institutions and services, as well as services from other countries, and thus, the exchange of information and experience. Police anti-terrorists operate under increased risk for life and health and require the use of specialized equipment or technology activities. It is an elite police unit.
