Na wstępie pracy omówiono akty prawne regulujące system oświaty, rolę szkoły i nauczycieli w świecie współczesnym oraz zwrócono uwagę na rolę i znaczenie oświaty. Kolejno dość szczegółowo omówiono część oświatową subwencji ogólnej. Wyjaśniono znaczenie formalno – prawne, zakres przedmiotowy i algorytm podziału subwencji. Kompleksowo omówiono zadania jednostek samorządu terytorialnego ze wskazaniem konkretnych obowiązków oświatowych pozostających w gestii samorządów terytorialnych. W dalszej części dokonano charakterystyki systemu oświaty na terenie Miasta i Gminy Piwniczna-Zdrój w latach 2012 – 2015, ze szczególnym uwzględnieniem zatrudnienia nauczycieli w podziale na stopnie awansu zawodowego, liczby dzieci objętych obowiązkiem szkolnym oraz wydatków poniesionych na finansowanie placówek oświatowych podległych w/w jednostce samorządu terytorialnego. Opracowanie kończy analiza ekonomicznych skutków zmiany granic administracyjnych Piwnicznej-Zdroju. Dokonano przeliczenia subwencji oświatowej oraz wyliczenia kosztów związanych z systemem wynagradzania nauczycieli zatrudnionych w Zespole Szkolno-Gimnazjalnym w Piwnicznej-Zdroju i Szkole Podstawowej Nr 2 w Piwnicznej-Zdroju. Przedstawiono i opisano również wyniki konsultacji społecznych przeprowadzonych wśród mieszkańców osiedla Kosarzyska.The purpose of this work is the general characteristics of the sources of the financing of the educational system in Poland on the example of the Piwniczna-Zdrój Community. At the outset, the work discusses the legal framework governing the education system, the role of schools and teachers in the modern world and the attention on the role and the importance of education. Turn quite details part of the educational subsidy, overall. Explains the importance of formal-legal, scope and the algorithm Division of subsidies. Comprehensively discusses the task of local government units with an indication of the specific responsibilities dependent education under the responsibility of regional and local authorities.
