Niewątpliwie fundusze europejskie stanowią jeden z głównych czynników wspomagających realizację określonych inwestycji. Celem pracy było przedstawienie funduszy unijnych, pokazanie ich roli oraz znaczenia dla Miasta i Gminy Stary Sącz. Szczególną uwagę zwrócono na stopień pozyskiwania środków unijnych oraz w jakim stopniu wpływa to na rozwój samorządu terytorialnego. Czy środki pozyskiwane przez gminę są należycie absorbowane oraz czy stanowią główny instrument finansowania zadań gminy. Należy zwrócić uwagę, ze gmina Stary Sącz charakteryzuję się niskim poziomem dochodów własnych, wolnym tempem wzrostu gospodarczego, a co za tym idzie brakami w infrastrukturze. Wszystkie te czynniki związane są z niewielkim zaludnieniem, brakiem miejsc pracy oraz niechęcią do zmian ze strony mieszkańców. Dlatego też, jednym z ważnych elementów staje się aplikowanie o środki unijne.In this paper we have discussed issues related to the basic unit of local government or municipality and its investments. Undoubtedly, European funds are one of the main factors supporting the implementation of certain investments. The aim of the study was to present the role and the importance of EU funds for the City and Municipality Stary Sącz. Particular attention was paid to the extent of obtaining EU funds and to what extent it affects the development of local government. Are funds raised by the community are properly absorbed and that is the main instrument for financing the tasks of the municipality. It should be noted that the municipality of Stary Sącz is characterized by a low level of income of their own, the slow pace of economic growth, and thus deficiencies in infrastructure. All of these factors are associated with low population density, lack of jobs, and a reluctance to change on the part of residents.
