Referendum lokalne jest jedną z form demokracji bezpośredniej, w której obywatele uprawnieni czyli posiadający czynne prawo wyborcze poprzez głosowanie wypowiadają się w tematach będących przedmiotem głosowania. W pracy przedstawiono źródło istnienia takich instytucji jak : referendum lokalne , konsultacje społeczne czy wybory samorządowe. Tym źródłem jest demokracja bezpośrednia, której funkcjonowanie zaobserwowano już w starożytności. Z tego względu przybliżono definicję demokracji bezpośredniej oraz określono uprawnienia mieszkańców jednostek samorządu terytorialnego. Skupiono się na wyjaśnieniu definicji co oznacza referendum jako instytucja, a następnie wyjaśniono czym jest referendum lokalne. Wskazuje się bowiem dwa główne elementy pojęcia referendum, a mianowicie zakres przedmiotowy i podmiotowy referendum. W dalszej kolejności dokonano klasyfikacji referendum i opisano źródła prawa referendum oraz kształtowanie się referendum lokalnego w Polsce. W rozdziale ostatnim dokonano omówienia przeprowadzenia referendum lokalnego i wskazano organy właściwe do przeprowadzenia referendum, Na koniec przedstawiono finansowanie oraz ważność i skutki prawne referendum.The aim of the thesis was to present a local referendum, as a tool for local communities to take an active part in the life of their little homelands. Local referendum is a form of direct democracy, in which empowered citizens (or citizens who have the right to vote) by voting speaking on themes by the vote. The paper presents the source of the existence of such institutions as: local referendum, social consultations and the municipal elections. This source is direct democracy, whose operation has been observed in ancient times. For this reason, it brought closer the definition of direct democracy and establishes rights of the citizens of local government units. The focus was to clarify the following definitions: the referendum as an institution and then explained what the local referendum is. Two main elements of the concept of the referendum can be specify: the scope and the subject of the referendum. Additionally referendum were classified and the sources of law which concerns referendum and the formation of a local referendum in Poland were described.
