Analiza gospodarki finansowej jednostki samorządu terytorialnego na przykładzie gminy Łososina Dolna

Abstract

Głównym instrumentem gospodarki finansowej jednostek samorządu terytorialnego jest budżet. Sytuację finansową gmin obrazuje struktura jego dochodów i wydatków, wynik budżetowy, poziom długu a także stopień spełnienia ustawowych ograniczeń dotyczących prowadzenia gospodarki finansowej. Przedstawiona praca ma na celu zaprezentować gospodarkę finansami Gminy Łososina Dolna, która jest podstawową jednostką samorządu terytorialnego. W części teoretycznej zaprezentowano między innymi strukturę źródeł dochodów gminy oraz gospodarkę wydatkami gminy. Natomiast w części praktycznej poddano szczegółowej analizie budżet Gminy Łososina Dolna w latach 2009-2012. W badanym okresie odnotowano stały wzrost dochodów. Dotacje i subwencje przewyższyły jednak znacząco dochody własne gminy. Wydatki również wzrastały a dział, który generował najwyższe wydatki, to „Oświata i wychowanie”.

The main instrument of financial management of local government is the budget. The financial situation of municipalities shows the structure of its revenue and expenditure, the financial result, debt levels and the degree of fulfillment of the statutory restrictions on the conduct of financial management. The aim of this magister thesis is to present the financial management of the Łososina Dolna Commune, which is the basic unit of local government. In theoretical part was presented the structure of sources including community income and expenditure management community. In the practical part was analyzed the budget of the Łososina Dolna Commune in 2009-2012. In the analyzed period there has been a steady increase in the income. Grants and subsidies significantly exceeded the income of their own community. Expenses have also been increasing and "Education and upbringing” was the department that generated the highest expenses.
