The Polish EU Presidency. An attempt to analyse and asses its performance

Abstract

My thesis work starts with the theoretical chapter which aims sketching out the EU’s environment regarding the place of the Presidency in the system. Within this chapter focus is put on the changes brought by the Lisbon Treaty in the functioning of the presidency. Subsequently my focus is put on the standard operating procedures in the practice of holding the Presidency. After that briefly present the Presidency’s role in holding its term. The second chapter introduces the Presidency’s action plan. This document is the indicator of the Presidency’s objectives and strategic thinking about the EU during its term. The third chapter is the elaboration of the Polish Presidency’s achievements throughout the variety of the EU’s policies. The main source for this chapter was the official press release document. In the last part of my thesis I tried to refer to the first chapter, analyzing the Polish Presidency’s way of cooperation with the two newly created Lisbon actors, namely the President of the Council and the EU’s High Representative of the Union for Foreign Affairs and Security Policy. Secondly, in the part I briefly present the model adopted by Poland of managing the Presidency.
