Celem niniejszej pracy jest analiza skuteczności sytemu polskiej pomocy rozwojowej oraz badanie czy oferta świadczonego wsparcia adresowana do państw Partnerstwa Wschodniego odpowiada na ich rzeczywiste potrzeby na przełomie lat 2004 -2011.
Całość rozważań nad skutecznością polskiej pomocy została osadzona w ramach: opisu głównych determinantów światowego systemu pomocy na rzecz rozwoju oraz krytycznej analizy głównych problemów i kontrowersji towarzyszących funkcjonowaniu tego systemu. W dalszej kolejności podobnej dedukcji, przy uwzględnieniu danych statystycznych oraz analizy materiałów źródłowych oraz szeregu polskich i zagranicznych raportów, określających charakter oraz wielkość polskiej pomocy, poddany ocenie jest system polskiej pomocy. Recenzja polskiego wsparcia zostaje uzupełniona o badanie oferty świadczonego wsparcia względem krajów Partnerstwa Wschodniego i odpowiada na zasadnicze pytanie – czy polska pomoc odpowiada na indywidualne potrzeby państw biorców?
Analiza porównawcza polskich projektów i corocznych strategii rozwojowych względem państw rozwijających się oraz stosownych Country Strategy Papers pozwala zaryzykować stwierdzeniem, iż polska pomoc w dużej mierze odpowiada na indywidualne potrzeby biorców. Niemniej jednak, analiza funkcjonowania polskiego mechanizmu pomocy, z perspektywy jej licznych wad i uchybień oraz wielkości wydawanych na ten cel środków nie pozwala jednoznacznie stwierdzić, czy między indywidualnym dopasowaniem wsparcia względem biorcy a konkretnymi, oczekiwanymi efektami istnieje pozytywna korelacja. System polskiej pomocy bowiem praktycznie w każdym elemencie jego działania wymaga gruntownej przebudowy.
The aim of this study was to analyze the effectiveness of Polish development assistance system and to examine whether the offer of the assistance addressed to the Eastern Partnership countries meets their real needs. The analysis primarily covers the years 2004-2011.
The whole analysis on the effectiveness of Polish aid is embedded within a description of the main drivers of the global system of development aid and a critical analysis of the major problems and controversies which arise in the course of the system’s functioning. Subsequently, a similar deduction has been performed on the system of Polish aid. It included analysis of the statistical data, official sources and a number of Polish and foreign reports, defining the nature and the size of the Polish aid system. Review of Polish development aid is accompanied with the study of the assistance offered to the EP countries. It answers the fundamental question, whether Polish assistance meets the individual needs of recipient countries.
Comparative analysis of Polish projects and the annual development strategies of developing countries, as well as the relevant Country Strategy Papers allows taking the risk of saying that Polish aid largely reflects the individual needs of recipients. However, the analysis of the Polish aid mechanism, from the perspective of its many flaws and weaknesses and the amount of funds spent, cannot state whether there is a positive correlation between the individually adjusted aid measures and the expected specific effects. Almost every element of the Polish assistance system should be radically rebuilt.
