Systemy wyborcze i ich wpływ na końcowy wynik wyborów w Polsce

Abstract

W pierwszej części pracy została przedstawiona podstawowa struktura pojęciowa związana z systemami wyborczymi szczegółowe wyjaśnienie istotnych zagadnień. Drugi rozdział został poświęcony analizie systemu proporcjonalnego w wyborach do Sejmu na przykładzie województwa małopolskiego oraz wyników wyborów ogólnopolskich w 2011 roku. Na podstawie województwa małopolskiego zostały porównane wyniki wyborów stosowane obecną metodą d’Hondta do wyników symulacyjnych obliczonych metodą Sainte-Leaguë. Trzeci rozdział oddaje obraz wyborów do Senatu w systemie większościowym w 2011 roku na przykładzie małopolski oraz całego państwa. Korzystając z wyników z 2011 roku w jednomandatowych okręgach wyborczych, przedstawione są te same wyniki przekształcając je na system wielomandatowych okręgów wyborczych, jakie obowiązywały w poprzednich wyborach tej izby parlamentu oraz relacjonuje je do tych samych obszarów terytorialnych. Zasadniczą tezą poniższego opracowania jest wykazanie że system wyborczy może mieć istotne znaczenie w końcowych wynikach wyborów oraz w ostatecznym ukształtowaniu sceny politycznej. Tak wiec głównym celem mojego opracowania, jest ustalenie poprzez analizę przyczynowo skutkową zależności pomiędzy stosowanym systemem wyborczym, a końcowym wynikiem oraz ocenę wpływu przyjętych rozwiązań z płaszczyzny prawa wyborczego na scenę partyjną.

In the first part of the work was presented the basic conceptual structure related to the polling stations and systems for a detailed explanation of the relevant issues. The second chapter was dedicated to the analysis of the proportional system in the elections to the Diet on the example of state Małopolskiego and the results of national elections in 2011. On the basis of state Małopolskiego were compared the election results used the current method d'Hondt simulation results computed by Sainte-Leaguë. The third chapter gives a picture of the elections to the Senate with a majority in 2011 on the example of Poland and the entire State. Using the results of the 2011 year are won via constituencies, are shown the same results converting them on the system of multi-member constituencies, which were in force in the previous general election of the House of Parliament and reports them to the same territorial areas. A fundamental thesis of the study is to demonstrate that the electoral system may be of vital importance in the final election results and the final shaping of the political scene. So the main aim of my study is to determine the cause by examining the relationships between the electoral system used for as a result of, and the final result as well as an assessment of the impact of the solutions adopted in the plane of the electoral law on the party scene.
