Wykorzystanie środków unijnych w walce z bezrobociem na przykładzie Sądeckiego Urzędu Pracy w Nowym Sączu

Abstract

Praca ma na celu dokonanie analizy poziomu efektywności projektów służących zmniejszaniu bezrobocia, oferowanych przez publiczne służby zatrudnienia i współfinansowanych z Europejskiego Funduszu Społecznego. Celem niniejszej pracy jest również przedstawienie odsetka osób bezrobotnych, które uzyskały zatrudnienie po zakończeniu udziału w projektach w latach 2006 – 2010 na przykładzie Sądeckiego Urzędu Pracy w Nowym Sączu. Praca została napisana w oparciu o literaturę z zakresu ekonomii, rynku pracy, materiały zamieszczane w różnych publikacjach oraz dane statystyczne udostępnione przez Sądecki Urząd Pracy. Ocena realizacji celów założonych w projektach EFS pokazuje, że programy aktywizacyjne odbierane są pozytywnie przez klientów urzędu i często stanowią najlepszą alternatywę dla osób mających problemy z wejściem na rynek pracy. Programy te dobierane są w sposób odpowiadający potrzebom rynku pracy i kierowane są do odpowiednich grup bezrobotnych, znajdujących się w trudnej sytuacji na rynku pracy. Podejmowane działania w swoim zarysie można uznać za sensowne i skuteczne, ale nie znaczy to, że niektóre mechanizmy nie wymagają ciągłego usprawniania i dopracowania, tak aby efektywność zatrudnieniowa poszczególnych form wsparcia stale rosła.

The main aim of presented thesis is to analyze the level of efficiency projects which are used to reduce unemployment, offered by public employment services and co-financed by the European Social Fund. The purpose of the thesis is to present the percentage of unemployed people who have obtained employment after participation in projects in the years 2006 - 2010 as an example the Sądecki Labour Office in Nowy Sacz. The thesis was written on the basis of the literature of economics, the labor market materials published in various publications, and statistics provided by the Sądecki Labour Office. Evaluation of the targets in ESF projects, shows that the activation programs are perceived positively by customers of the Labour office and are often the best alternative for people who have problems while entering the job market. These programs are chosen in a manner appropriate to the needs of the labor market and are directed to the appropriate groups of the unemployed in a difficult situation on the labor market. The actions undertaken in its outlines can be regarded as meaningful and effective, but that does not mean that some mechanisms do not require constant improvement and refinement, so that the effectiveness of various forms of support employment levels rise steadily.
