Analiza i ocena inwestycji wybranych obszarów infrastruktury technicznej i społecznej gminy Gorlice w latach 2011 - 2013

Abstract

Inwestycje spełniają ważną rolę w rozwoju lokalnym i regionalnym, ponieważ w znacznym stopniu wpływają na poprawę życia mieszkańców. Rozwój ten może dotyczyć wielu obszarów takich jak tworzenie i rozbudowa infrastruktury komunalnej (sieci dróg, wodociągów, kanalizacji) oraz infrastruktury społecznej (szkół, obiektów sportowych, ośrodków kultury, zdrowia). Celem niniejszej pracy jest analiza i ocena inwestycji z zakresu transportu i łączności oraz gospodarki mieszkaniowej. Inwestycje z zakresu transportu i łączności należą do podstawowych zadań gminy z zakresu infrastruktury gospodarczej, które polegają na alokacji środków finansowych w celu tworzenia, modernizacji czy odtwarzania majątku rzeczowego z zakresu podstawowych urządzeń i instytucji usługowych niezbędnych dla funkcjonowania gospodarki i społeczeństwa. Natomiast inwestycje z zakresu gospodarki mieszkaniowej, należą do jednych z najważniejszych inwestycji z zakresu infrastruktury społecznej, ponieważ pełnią istotną rolę w rozwoju gospodarczo - społecznym gminy. W głównej mierze wpływają na poprawę jakości życia mieszkańców poprzez zabezpieczenie podstawowej potrzeby mieszkańców, możliwość założenia rodziny, jak również rozwój rynku nieruchomości, wzrost popytu w sektorze budowlanym. Na podstawie analizy dokonano oceny inwestycji i zaprezentowano wnioski. Została przedstawiona ocena inwestycji wybranych obszarów w oczach mieszkańców, jak również ocena inwestycji w świetle przeprowadzonych badań.

Investments play an important role in the local and regional development, because they have significant influence on the improvement of the inhabitants lives. This development may involve different areas such as creation and extension of urban infrastructure (road networks, water systems, sewer systems) and social infrastructure (schools, sport facilities, cultural centres, health centres). The purpose of the thesis is to provide analysis and evaluation of the investments from the range of transport, connectivity and housing. Transport and connectivity investments are the basic tasks of the commune in the field of economic infrastructure. They are based on the allocation of financial resources in order to create, modernize or recreate the tangible property in the range of the basic devices and service institutions necessary for the economics and society to function properly. Housing investments belong to the group of the most important investments from the range of social infrastructure, because they play pivotal role in the socio-economic development of the commune. In a great extent they have influence on the improvement of the inhabitants’ lives through providing them with basic needs such as the possibility of setting up a family, the development of housing market and growth of demand in the construction industry. The conclusions were based on the analysis and evaluation of the investments. There was also the inhabitants’ assessment of the investments of the selected areas put forward and the evaluation of investments in the light of the conducted research.
