    Poland has got an opportunity to partake in substantial EU funding allocated in its majority to financing investment projects. Banks can play a major role in the process of absorbing EU funding, through the supply of capital complementing investor’s own contribution, providing bridge credit, offering consulting service as well as a comprehensive service for the beneficiaries of EU funding. The purpose of this paper is to present the fundamental forms of banks’ participation in the finance of investment projects implemented with the participation of EU funds. The present analysis covers products offered by selected banks, products that are targeted at small and medium-sized enterprises, distinguishing between basic product groups, including investment credits, bridge credits, additional services (contract account, consulting, guarantees instruments safeguarding against market risk). Attention was brought to the role played by the guarantees offered by the EU Guarantee Fund. It discusses various forms of banks’ participation in the financing of investment projects with EU funds and turns your attention to the role of guarantees offered by the EU Guarantee Fund. Bank experience resulting from the co-funding of projects implemented by employing the EU funds as well as data available for 2004-2006 allowed us to estimate the costs and advantages for beneficiaries, resulting from the role of banks as trusted public institutions, which have at their disposal appropriately trained and educated staff of economists, elaborate network of branches, the operation of financial leverage effect. Substantial EU funds offered to Poland under the New EU Perspective for 2007-2013 confirm that the role of specific products offered by banks in the financing and implementing of projects with the support of EU funds will continue to grow, which is not escaping the notice of decision-makers shaping the framework of Polish regional policy.

    Investors of projects co-financed from EU funds

    Poland has been granted financial support which amounts to nearly 67.3 bln for the period 2007-2013. That amount is designated for various tasks that deal with regional policies and coherence programs. The purpose of this article is to verify a thesis which states that EU fund offer varies considerably depending on the investor criteria and that a major beneficiary of means allocated for regional operational programs are individual departments of territorial government. The first chapter of the article includes a definition of the investor, which has been determined based on the particular features of the investment. Next chapter describes basic groups of investors which utilize EU funding (excluding financial investments). The third chapter provides a general overview of the EU fund offers that are available, as well as describes the principles of granting financial aid. The fourth chapter possesses an analytical character. According to current data pertaining to signing of contracts for financing of the Silesian Voivodship the share of individual groups of investors has been determined according the amount of subsidies that have been granted. Based on the performed research the author attempts to conduct an analysis and evaluation of the diversity of EU fund offers within the auspices of this particular program. It should be mentioned that both analysis and evaluation are performed according to the investor criterion.

    Poland is now in a position enabling it to take advantage of considerable EU funds, which would be allocated to finance investment projects. Therefore, grants from the EU funds may constitute a major source of funds for development strategies realized by entrepreneurs. In association with the fact that for the period between 2007 and 2013 Poland has been granted a subsidy to the amount of approximately 67.3 thousand million Euros, it is vital that this source of finance is exploited appropriately and with the most effective results as regards infrastructure, transport, environment conservation and new technologies. The aim of the present report is to determine the select criteria concerning the access to and the terms of use of financial resources deriving from the EU funds subsidies granted for the specific purpose of the implementation of investment projects. Legal regulations and norms regarding, among others, the strategy for development policymaking and on this very basis the definitions of investment, investment project, scale and allotment of the EU financial offer to specific operational programs, maximum subsidy value assigned to individual aims of the regional policy as well as the algorithm for defining the total value of the grant for individual beneficiaries.
