| dc.description.abstract | Celem pracy jest przedstawienie istoty strategii i metod jej wdrażania w jednostce samorządu terytorialnego oraz analiza i ocena wdrażania strategii Gminy Chełmiec w latach 2007 – 2013. Badania empiryczne oparto na danych pierwotnych i wtórnych. Dane pierwotne pochodzą z wywiadu bezpośredniego częściowo ustrukturyzowanego z pracownikiem gminy oraz z obserwacji uczestniczącej. Dane wtórne uzyskano na podstawie analizy dokumentacji jednostki, tj. strategii gminy, planów inwestycyjnych, raportów z realizacji, czasopism. W celu udzielenia odpowiedzi na pytania badawcze przeprowadzono analizę dotychczasowych zapisów strategicznych w kontekście aktualnej sytuacji społeczno-gospodarczej gminy Chełmiec, zarówno w skali lokalnej jak i ponadlokalnej, analizę celów uwzględnionych w dokumencie strategicznym określającym koncepcje rozwoju Gminy w długiej perspektywie oraz analizę i ocenę wdrażania strategii. Do przetworzenia pozyskanych danych wykorzystano strategiczna kartę wyników, jako metodę operacjonalizacji i oceny realizacji strategii. | pl |
| dc.description.abstract | The aim of the thesis is to present the essence of strategy and methods of its implementation in the local government, as well as to analyse and evaluate the implementation of development strategy of the Chelmiec commune in the years 2007-2013. The empirical research was based on the primary and secondary data. The primarydata came from the direct, semi-structured interview with the commune officer and from participant observation. The secondary data sources were based on the analysis of commune’s records, reports and strategic documents, i.e. commune’s development strategy, investment plans, reports from implement and press articles.In order to respond to research questions, the analysis of to-date strategy and the evaluation of its implementation was carried out in the context of the current socio-economic situation on the local and regional levels. In order to process the data, the balanced scorecard was adopted, as a method of strategy operationalisation and evaluation. | pl |
