Dotychczasowe doświadczenia przemawiają za tym, iż nie istnieje uniwersalna recepta
na strategię budowy gospodarki opartej na wiedzy, która byłaby równie skuteczna w każdej
gospodarce. Celem niniejszej pracy była analiza porównawcza kluczowych dokumentów
strategicznych mających bezpośredni wpływ na rozwój gospodarczy Polski. W pracy
przyjęto hipotezę, iż w Polsce nie istnieje żaden program, zawierający przejrzystą i
wewnętrznie spójną strategię budowy gospodarki opartej na wiedzy. Z każdą zmianą rządu
następuje zmiana długofalowych programów rozwoju gospodarki opartej na wiedzy i
innowacyjności. Kolejnym wnioskiem jest to, iż Polska w najbliższej perspektywie powinna
realizować strategię bazującą na określonej wersji modelu imitacyjnego.
According to previous experience it appears that there is no universal strategy of building a knowledge-based economy, which would be equally effective in any economy. The aim of this study was to compare the key strategic documents that have a direct impact on the development of the Polish economy. In said study it was hypothesized that in Poland there is no program that contains a clear and internally consistent strategy of building a knowledgebased economy. Every change of government commences a change in long-term programs of economic development based on knowledge and innovation. Another conclusion is that Poland in the near term should pursue a strategy based on a specific model of imitative.
