dc.description.abstractOświata w dzisiejszych czasach odgrywa ważną rolę w życiu ludzi. Zdobycie dobrego wykształcenia pozwala w przyszłości cieszyć się z dobrej pracy i spełniania własnych ambicji zawodowych.Celem pracy jest przedstawienie oświatowych zadań jednostki samorządu terytorialnego w procesie organizacji i finansowania oświaty, jak również ciągłych zmian zachodzących w dziedzinie oświaty i wychowania. Praca ukazuje również problemy związane z gromadzeniem i odpowiednim podziałem zasobów finansowych na realizację wyznaczonych zadań oświatowych. Obiektem badań analizy empirycznej była Gmina Szczucin, a horyzont czasowy obejmował lata 2008-2013. Praca składa się z pięciu rozdziałów. Przedstawiono charakterystykę systemu oświaty w Polsce, omówiono organizację szkół, nadzór merytoryczny nad nimi, a także finansowanie szkolnictwa w Polsce. Dalej przedstawiono jakie są zadania gminy, jak wygląda gospodarka finansowa, a także zadania gminy w zakresie szkolnictwa. Wymieniono i omówiono zadania jednostek organizacyjnych realizujących zadania oświatowe w gminie, a także finansowanie i nadzór nad funkcjonowaniem szkół w gminie. Empiryczna część pracy badanego okresu przedstawia nam analizę finansową gminy, wydatki i strukturę wydatków na oświatę, wysokość i udział subwencji oświatowej względem wydatków ponoszonych na zadania oświatowe w gminie Szczucin.pl
dc.description.abstractNowadays, education plays an important role in people's lives. Gaining appropriate education may provide better future for people. Education may also be helpful in finding a well-paid job. It is possible to claim that thanks to education we are able to fulfill our ambitions. The aim of this dissertation is to present educative tasks of the local government entity in the process of organizing and financing education and to highlight constant changes in the field of education and upbringing children. What is more, the work depicts problems connected with collecting and distributing funds dedicated for fulfilling designated educational tasks. The investigation has been carried out in the area of Szczucin Commune between 2008 and 2013. The dissertation consists of five chapters in which the features of the educational system of Poland and the way of financing it are presented. What is more, the educational obligations of the Town and Community Council as well as financial management are mentioned. Moreover, the work presents educative tasks of the organizational units in the area of the Szczucin Commune and also financing and supervising schools in the area of the commune. The empirical part of the investigated period presents financial analysis of the commune, spendings and the structure of spendings on education and the amount and contribution of the educative subvention in terms of the expenditures which are spend on educative tasks in the Commune of Szczucin.pl
