dc.description.abstractGłównym celem Unii Europejskiej jest zniesienie barier, utworzenie rynku służącego poprawie konkurencyjności przedsiębiorstw, a także jakości życia obywateli. Służy temu organizacja współpracy pomiędzy krajami członkowskimi i ich mieszkańcami dzięki swobodnemu przepływowi osób, towarów, usług i kapitałów w ramach UE. Fundusze unijne stanowią dla jednostek samorządu terytorialnego szansę na realizację zarówno przedsięwzięć infrastrukturalnych, jak i projektów związanych z rozwojem społeczności lokalnych. Takie działania pozwalają przezwyciężyć wieloletnie zapóźnienia w dostępie do infrastruktury technicznej i społecznej, co stwarza warunki do długoterminowego rozwoju poprzez wzrost aktywności gospodarczej. Celem niniejszej pracy jest przedstawienie skali wykorzystania funduszy wspólnotowych przez gminę Brzesko oraz wykazanie, iż udział środków europejskich w dochodach budżetowych jednostek samorządu terytorialnego jest obiektywną miarą aktywności władz samorządowych w pozyskiwaniu zewnętrznych środków finansowych. W pracy opisano także główne programy operacyjne, z których mogą korzystać lokalne samorządy, przedstawiono system wdrażania i warunki korzystania z alokacji finansowych w latach 2007 – 2020. W szczególności scharakteryzowano zakres i wartość inwestycji wykonanych przez Gminę Brzesko w latach 2007 – 2013 współfinansowanych za pomocą funduszy Unii Europejskiej.pl
dc.description.abstractThe main objective of the European Union is to remove barriers and create the market aimed at improving the competitiveness of enterprises and the citizens’ standard of living. This is achieved by organizing the cooperation between the Member States and their inhabitants thanks to free movement of people, goods, services and capital within the EU. The EU funds give the local government units a chance of accomplishing both infrastructure projects and related projects of the development of local communities. Such activities help to overcome years of backwardness in access to technical and social infrastructure, thus creating the conditions for long-term growth through an increase in economic activity. The aim of this paper is to present how the Municipality of Brzesko made good use of the Community funds and to demonstrate that the share of the European funds in the budget revenue of local government units is an objective measure of the activity of local authorities in obtaining external financial aid. The paper also describes main operational programmes that local governments may use and it also presents an implementation system and the terms of use of financial allocations in the years 2007 - 2020. In particular the scope and value of the investments made by the Municipality of Brzesko in the years 2007-2013 has been characterized here, which have been co-financed by the European Union funds.pl
