dc.description.abstractNiniejsza praca zawiera analizę budżetu gminy, jako podstawowej jednostki samorządu terytorialnego. na przykładzie Gminy Łososina Dolna. Celem pracy jest analiza dochodów i wydatków budżetu gminy, który jest podstawą zarządzania jednostką samorządu terytorialnego. Badania polegały na analizie porównawczej sprawozdań budżetowych, udostępnionych przez Urząd Gminy. Ze sprawozdań wynika, że w latach 2010-2013 wynikiem wykonania budżetu Gminy Łososina Dolna jest deficyt budżetowy. Na podstawie przeprowadzonych badań można wnioskować, że zakres potrzeb w tej Gminie przekracza jej możliwości finansowe. Przed władzami stoją więc wyzwania, związane z pozyskiwaniem nowych źródeł dochodów oraz dbaniem o racjonalne wydatkowanie środków. Budżet powinien być traktowany jako akt prawny, a także instrument skutecznego i racjonalnego zarządzania finansami w jednostkach samorządu terytorialnego.pl
dc.description.abstractThis thesis presents the analysis of the municipal budget as a local government unit, based on an example of the Commune of Łososina Dolna. The aim of the dissertation is the analysis the municipal income and expenses budget. The budget of municipalities is the basis for management of local government units. The study consists of comparative analysis of the budget reports provided by the Municipal Office. The reports show the conclusion that in the studied period 2010-2013 is a result of the implementation of the budget deficit. The research demonstrates that the requirements of the commune exceed its annual budget. Thus, the municipality has to be prepared to deal with the challenges related to obtaining new sources of income and taking care to spend them reasonably. The budget should be treated as a legal act, and an instrument of an effective and rational financial management of the local government units.pl
