Abstrakt
Praca magisterska dotyczy problematyki zarządzania finansami publicznymi w jednostce samorządu terytorialnego na przykładzie miasta Nowy Targ oraz analizy opinii mieszkańców na temat funkcjonowania budżetu i efektywności wydatkowania środków publicznych. Głównym celem pracy było przedstawienie zasad gospodarki finansowej gminy oraz ocena sposobu postrzegania tych zagadnień przez lokalną społeczność.
W części teoretycznej omówiono podstawowe zagadnienia związane z finansami publicznymi, w tym ich istotę, funkcje oraz zakres podmiotowy i przedmiotowy. Część empiryczna pracy opiera się na badaniu opinii mieszkańców Nowego Targu, przeprowadzonym przy użyciu autorskiego kwestionariusza ankiety. Analizie poddano poziom wiedzy społeczności lokalnej na temat budżetu gminy oraz ocenę efektywności wydatkowania środków publicznych i struktury budżetu.
Wyniki badań wskazują na fakt, że mieszkańcy w ograniczonym stopniu znają procedury budżetowe oraz sposób funkcjonowania finansów gminnych. Jednocześnie zauważają, że budżet miasta charakteryzuje się znacznym udziałem wydatków bieżących, a jego struktura bywa postrzegana jako deficytowa. Mimo to część respondentów dostrzega pozytywne efekty realizowanych wydatków publicznych w życiu lokalnej społeczności. Praca kończy się rekomendacjami dotyczącymi poprawy komunikacji władz samorządowych z mieszkańcami, zwłaszcza poprzez media społecznościowe, co mogłoby zwiększyć zainteresowanie oraz zrozumienie kwestii budżetowych.
This master’s thesis concerns the issue of public finance management in a local government unit, using the city of Nowy Targ as a case study, as well as an analysis of residents’ opinions on the functioning of the municipal budget and the effectiveness of public fund expenditure. The main objective of the study was to present the principles of municipal financial management and to assess how these issues are perceived by the local community. The theoretical part of the thesis discusses fundamental issues related to public finances, including their nature, functions, as well as their subjective and objective scope. The empirical part of the thesis is based on a survey of residents of Nowy Targ conducted using an original questionnaire. The analysis covered the level of local community knowledge regarding the municipal budget, as well as the assessment of the effectiveness of public expenditure and the structure of the budget. The research results indicate the fact that residents have limited knowledge of budgetary procedures and the functioning of municipal finances. At the same time, they notice that the city budget is characterized by a significant share of current expenditure, and its structure is often perceived as deficit-based. Nevertheless, some respondents recognize the positive effects of public spending on the everyday life of the local community. The thesis concludes with recommendations aimed at improving communication between local authorities and residents, particularly through social media, which could increase interest in and understanding of budgetary issues.
