Employer branding w administracji samorządowej – wyzwania i możliwości

dc.description.abstractCelem pracy jest analiza działań employer brandingowych w administracji samorządowej oraz identyfikacja kluczowych wyzwań i możliwości związanych z budowaniem atrakcyjnego wizerunku pracodawcy publicznego. Praca składa się ze wstępu, pięciu rozdziałów oraz zakończenia. W części teoretycznej (rozdziały 1 i 2) przedstawiono istotę employer brandingu, jego definicje, funkcje oraz rozwój historyczny. Omówiono znaczenie budowania marki pracodawcy, cele podejmowanych działań oraz narzędzia i etapy ich realizacji. Szczególną uwagę poświęcono różnicom pomiędzy employer brandingiem w sektorze publicznym i prywatnym, a także barierom i ograniczeniom występującym w administracji samorządowej, wpływającym na jej obecny wizerunek jako pracodawcy. Rozdział trzeci ma charakter metodologiczny – określono w nim cel i przedmiot badań, sformułowano problemy badawcze oraz hipotezy. Opisano zastosowane metody, techniki i narzędzia badawcze, a także przebieg i organizację badań ankietowych. W rozdziale czwartym zaprezentowano wyniki badań własnych oraz ich analizę. Skupiono się na postrzeganiu employer brandingu przez pracowników samorządowych, stosowanych działaniach w jednostkach samorządu terytorialnego oraz czynnikach utrudniających ich rozwój. Wskazano również potencjalne szanse i możliwości wzmacniania wizerunku pracodawcy publicznego. Rozdział kończy się weryfikacją przyjętych hipotez. Rozdział piąty zawiera wnioski oraz rekomendacje dla administracji samorządowej, mające na celu usprawnienie działań employer brandingowych. Zakończenie stanowi podsumowanie całości pracy oraz wskazuje najważniejsze wnioski wynikające z przeprowadzonych analiz.pl
dc.description.abstractThe aim of this dissertation is to analyze employer branding activities in local government administration and to identify key challenges and opportunities related to building an attractive image of a public employer. The thesis consists of an introduction, five chapters and a conclusion. The theoretical section (Chapters 1 and 2) presents the essence of employer branding, its definitions, functions, and historical development. Moreover, the importance of building an employer brand, the goals of undertaken activities, as well as the tools and stages of their implementation are discussed. Particular attention is paid to the differences between employer branding in the public and private sectors, as well as the barriers and limitations existing in local government administration that impact its current employer image. The third chapter is methodological in nature. It defines the purpose and subject of the research, formulates research problems and hypotheses. It describes the research methods, techniques and tools used, as well as the process and organization of the survey. The fourth chapter presents the results of the author's own research and their analysis. The focus is on the perception of employer branding by local government employees, the activities implemented in local government units and the factors hindering their development. It also identifies potential opportunities and possibilities for strengthening the image of a public employer. The chapter concludes with a verification of the hypotheses. Chapter five presents conclusions and recommendations for local government administration aimed at improving employer branding activities. The conclusion summarizes the entire work and highlights the most important deductions resulting from the conducted analyses.en
