| dc.description.abstract | Praca dyplomowa dotyczy tematyki straży gminnych (miejskich) działających na terenie Polski. Przedstawiona jest historia straży, jej uprawnienia i funkcjonowanie. Na podstawie danych dotyczących ewidencji etatów, wyposażenia oraz wyników działań wybranych straży gminnych (miejskich) województwa małopolskiego dokonano analizy pracy tychże straży. Praca ma na celu zweryfikowania ogólnie przyjętej opinii, że straże gminne (miejskie) przerodziły się w „straże fotoradarowe”, a ich głównie działania skupiają się na wykrywaniu wykroczeń polegających na przekraczaniu dopuszczalnej prędkości przez kierujących. Społeczeństwo jest negatywnie nastawione do tej instytucji i domaga się jej zlikwidowania. Kolejnym argumentem przemawiającym za rozwiązaniem straży gminnych (miejskich) jest zbieżność ich kompetencji z niektórymi kompetencjami Policji. Z przeprowadzonych badań podczas pisania pracy wynika, że nie wszystkie straże są wyposażone w fotoradary. Jeżeli już posiadają takie urządzenie, to jest ono jednym ze sposobów wykrywania wykroczeń, a nie jego głównym lub jedynym narzędziem. Straże gminne (miejskie) zajmują się głównie wykroczeniami porządkowymi, czyli aspektami i obszarami porządku publicznego, do których zostali powołani. | pl |
| dc.description.abstract | This thesis relates to the topics of communal guards (city guards) operating in Poland. Presented is the story of this guards, its competence and functions. On the basis of the records of posts, equipment, and the results of the selected communal guards (city guards) province of Malopolska analyzes the work of these guards. The thesis aims to verify the generally accepted opinion that the communal guards (city guards) turned into "guards speed cameras" and their activities are centered mainly on the detection of offenses involving the crossing of the speed limit by drivers. Society is a negative attitude towards the institution and demands its liquidation. Another argument in favor of a solution communal guards (city guards) is convergence of their competence with certain powers of the police. The research conducted while writing the work that not all guards are equipped cameras.. If you already have such a device, then it is one way of detecting offenses, and not the main or only tool. Communal guards (city guards) are principally engaged in offenses ordinal, aspects and areas of public policy, to which they were appointed. | pl |
