Przedmiotem mojej pracy są regulacje rynku pracy w Polsce. W moim opracowaniu będę starała się przedstawić najważniejsze ustawy obowiązujące na rynku pracy oraz zadania państwa w sferze zatrudnienia. Chciałabym zdefiniować takie pojęcia jak: osoba bezrobotna, bezrobocie, prawo pracy, rynek pracy, instytucje rynku pracy, aktywne i pasywne instrumenty rynku pracy, instrumenty prawne dla bezrobotnych i pracodawców. W pracy opisuję definicję bezrobocia, jego przyczyny i skutki, przedstawiam krótką charakterystykę bezrobocia w Polsce. Koncentruję się na aktach normatywnych, które zawierają regulacje dotyczące rynku pracy w Polsce. Swoją uwagę skupiam również na zadaniach i pracy publicznych służb zatrudnienia. Staram się doszukiwać instrumentów prawnych, które mogą być pomocne zarówno dla pracodawców zatrudniających bezrobotnych oraz dla samych bezrobotnych aktywnie poszukujących pracy. W końcowej części mojej pracy opisuję działalność oraz świadczenie usług przez takie instytucje rynku pracy jak: Agencje Zatrudnienia oraz Ochotnicze Hufce Pracy. Pisząc pracę staram się analizować rozwój polskich regulacji prawnych dotyczących problematyki bezrobocia i udzielić odpowiedzi na pytanie czy są one stabilne i adekwatne do potrzeb rynku pracy i realizowanej polityki zatrudnienia i czy znacząco wpływają na zmniejszenie bezrobocia ? Skala bezrobocia w Polsce i brak dalszych perspektyw na lepsze jutro daje niestety negatywną odpowiedź na tak postawione pytanie.
The main subject of my thesis is legal regulations of the Polish labour market. The study is an attempt to present the most crucial law acts of the labour market as well as the responsibilities of the state towards the employment sector. Thus I define the terms such as: unemployed person, unemployment, labour law, labour market, institutions of labour market, active and passive labour markets policies for employers and the unemployed. When providing the definition of unemployment I scrutinise its causes and consequences and give a brief account of unemployment in Poland. I concentrate on normative acts including the regulations of the labour market in Poland. I also draw the attention to the tasks and duties of the public employment institutions. Further on, I try to find such legal instruments which might be helpful for both, employers seeking potential workers and the unemployed looking for a job. The final part of my thesis presents the activities and services of such institutions as: Job Agencies and Voluntary Labour Corps. When analysing the development of the Polish labour regulations pertaining to the issue of unemployment I try to answer the question whether they are reliable and relevant enough to meet the needs of the labour market and employment policies, and most importantly, whether they can effectively decrease the unemployment rate. Sadly, the scale of unemployment, leaving not much hope for the future changes, provides a negative answer to this question.
