Abstrakt
Dynamika otoczenia wymusza na władzach gminy stosowanie strategicznego podejścia
w zarządzaniu rozwojem lokalnym. Zarządzanie strategiczne w gminie powinno odbywać się
przez opracowanie odpowiednich dokumentów strategicznych (strategii, polityk, planów lub
programów). Na potrzeby pracy zostały przeprowadzone dwie ankiety: wśród mieszkańców
gminy oraz pracowników Urzędu Gminy w tym Wójta gminy. Wyniki badań wśród
mieszkańców zarysowały obraz opinii lokalnej ludności na temat realizacji celów
strategicznych zapisanych w Strategii Gminy. Badanie miało na celu określenie głównych
obszarów problemowych gminy widzianych oczami mieszkańców, a co za tym idzie poznanie
oczekiwań co do przyszłego kierunku rozwoju gminy. Celem drugiej ankiety było uzyskanie
opinii pracowników Urzędu Gminy Moszczenica, na temat stopnia realizacji ustalonych
celów głównych w dokumencie Strategii Gminy. Dokonując analizy danych całościowych
nasuwa się wniosek, że niezbędna jest ewidencja, analiza i aktualizacja ważnych czynników
rozwoju, które zapewniłyby możliwość szybkiego reagowania na zmieniające się
uwarunkowania zewnętrzne.
The dynamics of the environment forces the municipal authorities apply a strategic approach in the management of local development. Strategic Management in the community should be done by developing appropriate strategic documents (strategies, policies, plans or programs). For the purpose of work was carried out two surveys: among the inhabitants of the municipality and the municipal employees including the mayor. The results emerged among the inhabitants of the image opinion of the local population on the implementation of the strategic objectives in the strategy of the Commune. The study aimed to identify the main problem areas through the eyes of community residents, and thus know the expectations for the future direction of the municipality. The second survey was to elicit the views of employees of the Municipal Moszczenica about the extent to which the objectives set in the strategy document major municipalities. When analyzing the overall data, it is concluded that it is necessary to record, analyze and update important factors of development, which would provide the ability to quickly respond to changing external conditions.
