dc.description.abstractNiniejsza praca dotyczy tematu Gospodarka finansowa jednostek samorządu terytorialnego na przykładzie gminy miejskiej Limanowa. Główną jej problematykę stanowi kwestia budżetu jednostki samorządu terytorialnego, jaką jest gmina, a przede wszystkim relacji pomiędzy jej dochodami a wydatkami. Finanse gminy stanowią istotne zagadnienie ze względu na to, że wpływają na wszystkich jej mieszkańców, zaś problem zadłużenia dotyka nie tylko chwili obecnej, lecz również przyszłości. Najlepszą metodą zbadania problematyki budżetu jak i różnic pomiędzy dochodami a wydatkami gminy jest analiza jej ustaw budżetowych, co też uczyniono. Samą analizę oparto na wybranej jednostce terytorialnej, jaką jest gmina Limanowa, jako reprezentatywnej dla szerokiej grupy tego rodzaju jednostek terytorialnych, jednocześnie uwzględniając horyzont czasowy 3 lat, aby wyniki były bardziej miarodajne. Największe wyzwanie w pracy stanowi wykazanie, iż gmina Limanowa jest jednostką reprezentatywną, jak również kompleksowe uwzględnienie jej dochodów i wydatków budżetowych oraz związanych z nimi problemów deficytu i długu. Problematyka finansów gminy ma szerokie oparcie w literaturze, jako że finanse samorządów stanowią podstawę dobrobytu ludności oraz zaspokajania jej potrzeb w ramach najszerszego podziału terytorialnego państwa, co pozwoliło oprzeć pracę na bogatych materiałach literackich.pl
dc.description.abstractThis work provided the topic Financial management of local government units on the example of the municipality of Limanowa. The major issues is the question of the budget of local government units, which is the municipality and especially the relationship between its revenue and expenditure. Finance municipalities are an important issue because it affects all of its inhabitants and the debt problem affects not only the present, but also future. The best way to explore the issue of the budget and the difference between revenue and expenditure of the municipality is the analysis of its budget bills, which was done. The same analysis is based on selected territorial unit, which is the municipality of Limanowa, as a representative of a broad group of this kind of territorial units at the same time taking into account the time horizon of 3 years, the results were more reliable. The biggest challenge at work was a demonstration that the municipality Limanowa is a unit representative as well as a comprehensive integration of its revenue and expenditure budget and the related problems of deficit and debt. The issue of finance municipality has wide support in the literature, as the finances of local governments are the basis for the well-being of the population and to meet its needs within the widest possible division of the country, which allowed the rich to resist work on literary materials.pl
