Abstrakt
Praca magisterska poświęcona jest problematyce cyberbezpieczeństwa urzędów administracji publicznej w Polsce. Celem pracy była analiza tego zagadnienia w ujęciu teoretycznym, organizacyjnym, prawnym oraz empirycznym. Omówiono w niej istotę cyberbezpieczeństwa, rodzaje cyberzagrożeń oraz rolę państwa i administracji publicznej w zapewnianiu bezpieczeństwa cyfrowego. Przedstawiono również regulacje prawne dotyczące ochrony zasobów informacyjnych, systemy zarządzania bezpieczeństwem informacji oraz kompetencje pracowników administracji publicznej w zakresie przeciwdziałania zagrożeniom cybernetycznym.
Część empiryczna została oparta na badaniach ankietowych przeprowadzonych wśród pracowników administracji publicznej. Badania miały na celu ocenę poziomu świadomości cyberzagrożeń, identyfikację stosowanych środków ochrony oraz określenie najważniejszych problemów wpływających na poziom cyberbezpieczeństwa urzędów.
Wyniki badań wskazują na potrzebę dalszego doskonalenia kompetencji pracowników, rozwijania kultury bezpieczeństwa informacji oraz wzmacniania procedur ochronnych. Przeprowadzona analiza pozwoliła stwierdzić, że skuteczne cyberbezpieczeństwo administracji publicznej wymaga kompleksowego podejścia obejmującego aspekty techniczne, organizacyjne, prawne i edukacyjne.
The master’s thesis addresses the issue of cybersecurity in public administration offices in Poland. The aim of the study was to analyze cybersecurity in public administration from theoretical, organizational, legal, and empirical perspectives. The thesis discusses the essence of cybersecurity, the types of cyber threats, and the role of the state and public administration in ensuring digital security. It also presents legal regulations concerning the protection of information resources, information security management systems, and the competencies of public administration employees in counteracting cyber threats. The empirical part of the study is based on a survey conducted among public administration employees. The research aimed to assess the level of awareness of cyber threats, identify the protective measures applied, and determine the most significant problems affecting the cybersecurity level of public administration offices. The results indicate the need for further improvement of employees’ competencies, development of an information security culture, and strengthening of security procedures. The conducted analysis confirmed that effective cybersecurity in public administration requires a comprehensive approach combining technical, organizational, legal, and educational measures.
