Skuteczność zarządzania projektem budowy stacji paliw - studium przypadku

Abstract

Praca dotyczy skuteczności zarządzania projektem budowlanym z zakresu infrastruktury paliwowej i ma charakter teoretyczno-empiryczny. Jej celem jest identyfikacja oraz ocena elementów zarządzania, które decydowały o skuteczności realizacji projektu rozbudowy istniejącej stacji paliw. W części teoretycznej omówiono pojęcie projektu i projektu inwestycyjnego, cykl życia projektu budowlanego, modele, metody i kluczowe obszary zarządzania projektami budowlanymi, specyfikę infrastruktury paliwowej, a także skuteczność zarządzania projektem, ryzyko, dokumentację projektową i znaczenie interesariuszy. Część badawcza została oparta na metodzie studium przypadku oraz technice analizy dokumentów. Materiał badawczy stanowiła dokumentacja własna dotycząca rozbudowy istniejącej stacji paliw poprzez montaż dodatkowego podziemnego zbiornika na olej napędowy wraz z instalacjami towarzyszącymi, obejmująca dokumentację projektową, dokumentację wykonawczą, kosztorys powykonawczy oraz protokoły prób i odbioru. Analiza objęła zarządzanie zakresem, harmonogramem, kosztami i ryzykiem oraz ocenę jakości realizacji projektu. Na tej podstawie sformułowano ocenę skuteczności zarządzania przedsięwzięciem oraz rekomendacje przydatne w realizacji podobnych projektów budowlanych. Wyniki mogą wspierać praktykę zarządzania podobnymi inwestycjami infrastrukturalnymi.

The thesis concerns the effectiveness of managing a construction project in the field of fuel infrastructure and is theoretical and empirical in nature. Its objective is to identify and assess the management elements that determined the effective implementation of an existing petrol station extension project. The theoretical part discusses the concept of a project and an investment project, the life cycle of a construction project, project management models, methods and key management areas, the specific nature of fuel infrastructure, as well as project management effectiveness, risk, project documentation and the importance of stakeholders. The empirical part is based on the case study method and document analysis. The research material consisted of the author's own documentation concerning the extension of an existing petrol station through the installation of an additional underground diesel fuel tank with the accompanying installations, including design documentation, as-built documentation, the final cost estimate, and test and acceptance protocols. The analysis covered scope, schedule, cost and risk management, as well as the assessment of project implementation quality. On this basis, the effectiveness of project management was evaluated and recommendations useful for similar construction projects were formulated. The findings may support management practice in similar infrastructure investments.
