dc.description.abstractGospodarka finansowa jednostek samorządu terytorialnego stanowi jeden z najważniejszych problemów, z jakimi borykają się współcześnie podmioty samorządowe. Powinna być szczegółowo zaplanowana a dochody powinny przewyższać wydatki gminy. W praktyce jednak rzadko mamy do czynienia z taka sytuacją. Celem pracy jest przedstawienie istoty budżetu jednostki samorządu terytorialnego wraz z przeanalizowaniem sprawozdań z wykonania budżetu za lata 2011-2013 na przykładzie gminy Krynica-Zdrój. Analizę przeprowadzono na podstawie sprawozdań z wykonania budżetu oraz danych uzyskanych od pracowników gmin, na temat dochodów i wydatków oraz sytuacji finansowej gmin. Praca składa się z trzech 3 rozdziałów. W rozdziale pierwszym ukazano istotę budżetów jednostki samorządu terytorialnego, zasady funkcjonowania samorządu terytorialnego oraz kompetencje poszczególnych organów gminy. Nakreślona została istotę samorządu, jego prawne unormowania i funkcjonowanie oraz zadnia jakie ma do wykonania. W rozdziale drugim skupiono się na źródłach dochodów gmin w Polsce ich rodzaju i źródłach pochodzenia. Rozdział trzeci przedstawia charakterystykę gminy Krynica-Zdrój, jej rys historyczny, położenie, środowisko przyrodnicze. Przedstawiona sytuację finansową gminy w latach 2011-2013. Faktyczne źródła dochodów i wydatków na podstawie sprawozdania z wykonania budżetu za lata 2011-2013. W dwóch pierwszych rozdziałach wykorzystano literaturę z zakresu samorządu terytorialnego i finansów publicznych.pl
dc.description.abstractFinancial management of local government units is one of the most important problems facing the modern local government entities. It should be carefully planned and revenues should exceed expenses of the municipality. In practice, however, rarely we have to deal with such situation. The aim of the study is to present the essence of the budget of the local government unit with examining the reports on the implementation of the budget for the period 2011-2013 on the example of Krynica-Zdroj. The analysis was conducted on the basis of reports on budget implementation and data obtained from employees of municipalities, on the revenue and expenditure and the financial situation of municipalities. The work consists of three chapters. The first chapter shows the essence of the budgets of local government units, the functioning of local government and municipalities competence of each authority. It was outlined the essence of self-government, its legal system and the functioning and the duties they have to perform. The second chapter focuses on sources of income communities in Poland, their nature and sources of origin. The third chapter presents the characteristics of the municipality Krynica-Zdroj, its historical background, location, natural environment. The financial situation of the municipalities in 2011-2013. The actual sources of income and expenditures are based on the reports on implementation of the budget for 2011-2013. In the first two chapters the literature on local government and public finances was used.pl
