| dc.description.abstract | Praca ma celu pokazać system zarządzania jakością jako narzędzie, które pomoże organizacji spełnić wymagania klienta a tym samym poszukać możliwości uzyskania jego satysfakcji. Urzędy administracji samorządowej działają w zmieniającym się otoczeniu, to też nie mogą funkcjonować jako instytucje biurokratyczne a muszą być elastyczne i muszą dostosowywać się do nowych warunków. Urząd nie może kierować się tylko przepisami i regulaminami ale swoją misją i interesem mieszkańca. Instytucja samorządowa musi traktować mieszkańca jako klienta, któremu daje się możliwość zaspokojenia jego potrzeb poprzez dostarczenie dóbr czy usług o oczekiwanej jakości. | pl |
