dc.description.abstractGłównym celem pracy jest analiza procesu sprzedaży mienia komunalnego i zbadanie jego udziału w strukturze dochodów własnych budżetu gminy na przykładzie jednostki samorządu terytorialnego Gminy Uście Gorlickie. Przedmiotowa analiza dotyczyć również będzie ukazania tendencji zmian wzrostu wartości nieruchomości gminnych na przestrzeni 5 lat. Praca składa się z czterech części. Pierwszy rozdział ukazuje podstawowe pojęcia związane z istotą gminy jako jednostki samorządu terytorialnego oraz przedstawione zostały podstawy prawne, w oparciu o które funkcjonuje ta jednostka. Znajdą się tam odpowiedzi na pytania dotyczące jak powstawał i powstaje gminny zasób nieruchomości oraz jakie są prawne formy gospodarowania tymi nieruchomościami. Rozdział drugi przybliża tematykę związaną z pojęciem nieruchomości w obrocie rynkowym, procedury zbywania nieruchomości w jednostkach samorządu terytorialnego oraz metody ich wyceny. W trzecim rozdziale zawarta została charakterystyka gminy, jej walory turystyczno-uzdrowiskowe. Ostatnia część pracy to analiza procesu sprzedaży mienia komunalnego. Przedstawione zostały zmiany jakie w badanym okresie miały miejsce, oraz ich wpływ na wielkość dochodów budżetowych. Postawiono hipotezę badawczą, która brzmi: dochody ze sprzedaży majątku gminy stanowią znaczący udział w strukturze dochodów własnych budżetu Gminy Uście Gorlickie. W celu ukazania tendencji zmian prezentowanych zjawisk w analizowanym okresie, posłużono się wykresami oraz tabelami.pl
dc.description.abstractThe aim of the thesis is to analyze the process of selling municipal property and to examine its share in the revenue structure of the municipal budget as for a particular local self-government unit – Municipality of Uście Gorlickie. The analysis includes the tendencies in the changes of municipal property value over a period of time of five years. The thesis consists of four chapters. Chapter One shows the basic ideas concerning municipality – a local self-government unit – and it presents the legislation through which a municipality functions. The chapter gives answers to questions about the origin of municipal property and about the legal forms of such property management. Chapter Two introduces the issues of property in market turnover, the procedures of selling municipal property used by local self-government units as well as methods of municipal property appraisal. Chapter Three includes a description of the municipality in question and its spa and tourist attractions. Chapter Four aims at analyzing the process of selling municipal property, showing the changes that took place within the said period of time and examining how the changes influenced the budget revenue. A hypothesis is put forward that revenue form selling municipal property forms a considerable share in the revenue structure of the municipal budget. Charts and tables are used to show the tendencies in the changes described over the said period of time.pl
