Abstrakt
W pracy wskazano na rozwój samorządu terytorialnego miasta Grybów, w oparciu
o przebieg wyborów samorządowych lat 2002-2010. Autor starał się ustalić jaki jest
obraz władz samorządu terytorialnego gminy miejskiej Grybów w świetle wyborów
samorządowych lat 2002-2010 i jak, pomiędzy poszczególnymi okresami wyborczymi,
ewoluowała aktywność obywatelska mieszkańców miasta Grybowa. Samorząd
terytorialny jest niezwykle ważnym instrumentem rozwoju społeczeństwa
obywatelskiego. Proces budowy takiego społeczeństwa wymaga jednak istnienia
odpowiednich warunków, umożliwiających rozwój obywatelskiej aktywności na
szczeblu demokracji lokalnej. Dlatego też, autor położył szczególny nacisk na
zaawizowanie barier i nieprawidłowości w funkcjonowaniu systemu prawa samorządu
terytorialnego w Polce, które to niekorzystnie oddziaływają na proces konstytuowania
lokalnego społeczeństwa obywatelskiego.
In the dissertation there is shown the evolution of local government of Grybów, based on local government elections over the years 2002-2010. The author tries to answer a question how, for the period 2002-2010 change patterns of local authority’s and citizen participation in local elections. Among the many tasks assigned by law to local governments, is an epoch-making challenge: taking over the mission of transformation the state into democratic civil society. Therefore, the special attention was put to presented dysfunctions and barriers in creating adequate conditions for the representatives of communities to participate in local government activity in Poland.
