Abstrakt

Praca magisterska podejmuje problematykę zmian wprowadzonych ustawą o ochronie ludności i obronie cywilnej oraz ich wpływu na funkcjonowanie Krajowego Systemu Ratowniczo-Gaśniczego (KSRG). Celem pracy była analiza nowych rozwiązań prawnych, identyfikacja wyzwań związanych z ich wdrażaniem oraz ocena potencjalnych konsekwencji dla działalności Państwowej Straży Pożarnej i Ochotniczych Straży Pożarnych. W pracy zastosowano analizę aktów prawnych, literatury naukowej, dokumentów urzędowych oraz wyniki badań ankietowych przeprowadzonych wśród funkcjonariuszy Państwowej Straży Pożarnej. Przeprowadzone analizy wykazały, że nowa ustawa stanowi istotny krok w kierunku uporządkowania i integracji systemu ochrony ludności w Polsce. Jednocześnie wskazano na liczne wyzwania związane z wdrażaniem nowych regulacji, w szczególności w zakresie finansowania, koordynacji międzyinstytucjonalnej, przygotowania kadrowego oraz tworzenia aktów wykonawczych. Wyniki badań potwierdziły pozytywną ocenę roli Państwowej Straży Pożarnej w systemie ochrony ludności, przy jednoczesnym zwróceniu uwagi na potrzebę dalszego rozwoju współpracy pomiędzy podmiotami odpowiedzialnymi za bezpieczeństwo. Wnioski sformułowane w pracy mogą stanowić podstawę do doskonalenia krajowego systemu ochrony ludności.
The master's thesis addresses the issue of changes introduced by the Civil Protection and Civil Defence Act and their impact on the functioning of the National Firefighting and Rescue System (KSRG). The aim of the study was to analyze the new legal solutions, identify challenges related to their implementation, and assess their potential consequences for the activities of the State Fire Service and Volunteer Fire Brigades. The research methodology included an analysis of legal acts, scientific literature, official documents, and survey results collected from officers of the State Fire Service. The findings indicate that the new legislation constitutes a significant step towards improving the coherence and integration of the civil protection system in Poland. At the same time, several implementation challenges were identified, particularly in the areas of financing, interagency coordination, personnel preparedness, and the development of executive regulations. The survey results confirmed the crucial role of the State Fire Service within the civil protection system while highlighting the need for further strengthening cooperation among entities responsible for public safety. The conclusions presented in the thesis may contribute to the further development and improvement of Poland’s civil protection system.
