The aim of this thesis is to analyze strategic risk management in a company operating within a highly regulated sector, based on the case of Philip Morris International (PMI). The study adopts the framework of Enterprise Risk Management (ERM), encompassing the identification, assessment, and mitigation of key strategic risks, particularly regulatory, fiscal, and reputational risks. The theoretical part provides a review of the relevant literature on strategic risk management, as well as the specific characteristics of firms operating in regulated industries. The empirical part is based on a case study of PMI and employs secondary data analysis, including annual reports, ESG disclosures, and corporate strategic documents. The findings indicate that effective risk management in the tobacco industry requires the integration of decision-making processes with risk management systems, as well as continuous adaptation of the business model to a dynamically evolving regulatory environment. Particular importance is attributed to the company’s strategic transformation toward reduced-risk products, which constitutes a response to regulatory pressure and changing stakeholder expectations. The thesis contributes to the academic discussion on the role of risk management in shaping corporate strategies under conditions of high regulatory uncertainty, highlighting the importance of the ERM approach as a tool supporting long-term organizational stability and competitiveness.
